Tanmia – The National Human Resource Development & Employment Authority

Tanmia is an independent Federal Government Authority. It’s main objectives are to create job opportunities for the UAE National Workforce, reduce the unemployment ratio, enhance the skills and productivity of the national workforce, and recommend relevant policies to the UAE Federal Government.

Tanmia Services are aimed at individual UAE National Job Seekers, employers, students, career counselors, training institutes, and Government bodies.

Tanmia is a specialized federal organization set up by a Presidential Decree in 1999 to undertake the following functions:

– Conduct sustained operational and administrative labour market studies and analyses.
– Provide career counseling and guidance to the national manpower.
– Follow up and evaluate progress of employment of nationals in the public and private sectors.
– Support small business enterprises through the establishment of self-employment projects for nationals.
– Develop programes for training and qualifying nationals seeking employment.
– Bridge the gap between the education output and labour market needs through coordinating and directing employers’ training and educational programs.

Origin and Establishment:

The National Human Resources Development and Employment Authority “Tanmia” was established pursuant to a decree issued by His Highness Sheikh Zayed bin Sultan Al Nahyan, may God have mercy on him (Federal Law No. 27) dated November 15, 1999. According to its establishment law, the Authority is managed by a Board of Trustees headed by His Excellency Abdullah bin Muhammad Ghobash, Minister Members are appointed by a decision of the esteemed Council of Ministers, representing the government and private sectors.

Objectives and powers of the Authority:

The Authority, in coordination with the relevant local authorities, is responsible for implementing the provisions of this law and has a special capacity to achieve the following objectives:

  • Full employment of national human resources.
  • Reducing the proportion of foreign workers within the total labor force.
  • Increase the supply of qualified and skilled national labor force to meet the needs of the labor market.
  • Developing and developing the practical capabilities and capabilities of the national workforce.

The authority is specialized in the following:

  • Drawing up the Authority’s general policies and supervising their implementation.
  • Conducting continuous field and administrative analysis and studies of the labor market.
  • Providing professional advice and guidance to the national workforce.
  • Conduct follow-up and evaluation of the process of employing citizens in the government and private sectors.
  • Supporting small investment institutions by implementing human resources self-employment projects.
  • Preparing programs to train and qualify citizens seeking work.

Introduction:

The National Human Resources Development and Employment Authority was established pursuant to Federal Law No. 27 in November 1999, and the Authority began its work in November 2000. The Board of Trustees of the Authority shall be formed under the chairmanship of the Minister of Labor and the membership of (12) members appointed by a decision of the Council of Ministers. Membership in the Council shall be for a period of three years.

Tanmia works to perform its tasks through an organizational structure approved by Cabinet Resolution No. 16 of 2002, which includes three specialized centers and two auxiliary departments, in addition to branch offices in the emirates of the country.

The Authority derives its objectives from its establishment law, the strategic plan, and the general policy of the state. The Authority also undertakes, in coordination with local authorities and concerned parties, to achieve the following objectives and competencies:

  • Developing and developing the practical capabilities and capabilities of the national workforce.
